Intro to Assessment Validation

Registered Training Organisations (RTOs) manage many duties post-registration, including annual declarations, AVETMISS data submission, and advertising compliance. Among these tasks, validation of assessments often stands out. While validation has been reviewed in multiple posts, a review of the basics is necessary. ASQA describes assessment review as a quality review of the assessment procedure.

Fundamentally, assessment validation is aimed at identifying which parts of an RTO’s evaluation process are effective and which need improvement. With a proper grasp of its key aspects, validation becomes less daunting. According to Clause 1.8 of the Standards for RTOs 2015, RTOs must ensure their assessment systems, including RPL, comply with the training package requirements and are conducted according to the Principles of Assessment and Rules of Evidence.

The other type guarantees that assessments are conducted according to the principles of assessment and rules of evidence. - Assessment Tool Validation: Also referred to as pre-assessment validation or verification, pertains to the initial part of the rule, aimed at compliance with all unit requirements.
- Post-Assessment Validation: Is related to the conduct, ensuring that RTO assessments align with the Principles of Assessment and Rules of Evidence.

The aim of validating assessment tools is to ensure that all components, criteria for performance, and performance and knowledge evidence are included by your evaluation tools. Therefore, whenever you get new training materials, you must carry out assessment tool validation before students use them. There's no need to wait for your next 5-year cycle validation schedule. Check new materials as soon as possible to confirm they are appropriate for students.

Nevertheless, this isn't the only reason to perform this type of validation. Perform validation of assessment tools also when you:

- Revise your resources
- Integrate new training products on scope
- Audit your course with training product updates
- Flag your learning resources as a risk during your risk assessment

The Australian Skills Quality Authority employs a risk-based approach for regulating RTOs and expects regular risk assessments. Therefore, student complaints about learning resources are an ideal time to conduct assessment tool validation.

What Training Products Need Validation?

Bear in mind that this validation guarantees adherence of all learning resources before student use. All RTOs must validate training products for each subject unit.

Necessary Resources for Assessment Tool Validation

To validate your evaluation tools, you will need the complete set of your educational resources:

- Mapping Document: The first document to review. It identifies which assessment tasks meet course unit requirements, helping with faster validation.
- Student Workbook: Ensure it is suitable as website an assessment tool during validation. Check if instructions are clear and response areas are sufficient. This is a common issue.
- Marking Guide: Also ensure if directions for assessors are sufficient and if clear criteria for each evaluation item are provided. Clear criteria are crucial for reliable evaluation results.

Assessment Validation Panel

Regulation 1.11 specifies the requirements for validation panel members. It states validation can be performed by one or more people. However, RTOs usually ask all trainers and assessors to participate, sometimes including industry experts.

Collectively, your panel must have:

- Vocational Skills and Up-to-date Industry Skills relevant to the validated unit.
- Current Expertise in Vocational Training.
- Either of the following certifications for training and assessment:
- TAE40116 Training and Assessment Certificate IV or its successor.

Principles of Assessment

- Equity: Is the assessment process fair and equitable for all candidates?
- Flexibility: Is the assessment adaptable to different needs and preferences of candidates?
- Relevance: Is the assessment an accurate tool for evaluating the required skills and knowledge?
- Reliability: Will different assessors make the same decision on skill competence?

Guidelines for Evidence

- Relevance: Is the evidence appropriate to the requirements of the unit of competency?
- Sufficiency: Is there enough evidence to ensure that the learner has the skills and knowledge required?
- Originality: Does the evidence confirm the originality of the candidate's work?
- Currency: Does the evidence reflect current skills and knowledge?

Key Considerations for Assessment Validation

Pay attention to the verbs in the unit specifications and ensure they are addressed by the evaluation task. For example, in the unit CHCECE032 Baby and Toddler Care, one performance criteria asks students to:

- Perform diaper changes
- Prepare bottles, bottle feed babies and clean equipment
- Prepare and give solid food to babies
- Respond to baby signs and cues properly
- Prepare and settle babies for sleep
- Monitor and encourage age-appropriate physical exploration and gross motor skills

Frequent Errors

Describing the nappy-changing process for babies under 12 months does not fulfill the unit requirement. Unless the unit requirement is meant to evaluate underlying knowledge (i.e., knowledge-based evidence), students should be performing the tasks.

Be Careful with Plurals!

Pay attention to the numbers. In our example, one of the unit requirements of CHCECE032 Baby and Toddler Care demands the students to complete the tasks at least once on two different babies under 12 months of age. Having students complete the tasks listed twice on just one baby won’t cut it.

All or Nothing Competence

Pay attention to itemized requirements. As mentioned earlier, if students perform only half the tasks listed, it’s not compliant. Each evaluation task must cover all criteria, or the student is incompetent, and the evaluation tool is not compliant.

Provide Specific Details

Each assessment task must have clear and specific benchmark answers to guide the evaluator’s decision on the student’s competence. Therefore, it’s crucial that your instructions do not baffle students or evaluators.

Avoid Double-Barrelled Questions

Steering clear of double-barrelled questions makes it easier for students to respond and for evaluators to accurately evaluate student competence.

Assurance During Audits

Considering these requirements, you might wonder, “Don't resource developers provide audit guarantees?” However, with these promises, you must wait for an audit before they assist with noncompliance. This impacts your compliance record, so it's better to take a preventative and compliant approach.

By following these instructions and understanding the principles of assessment and Rules of Evidence, you can ensure that your assessment methods are compliant with the requirements set by ASQA and the SRTOs 2015.
